Checked lots of USB ports, checked the cable, checked the unit.
No problems.
It's the strange windows image acquisition services that needs to be turned off, it's conflicting.
Turning the service from microsoft to STOP and option of startup to manual worked instantly.

A recent Windows 11 also caused my Epson vscan software to not be able to find my Perfection V600 scanner. After lots of searching I figured out this was caused by Microsoft automatically starting the 'Windows Image Acquisition' service. Here is how you can stop the service and set it to manually start.
1. Search the start menu for Services
2. Start the application
3. Scroll down and double-click Windows Image Acquisition from the list of services
3. Click the Stop button
4. Set the Startup type: drop-down list to Manual
5. Click the Apply button
6. Click the OK button
7. Exit the Services application
