Fallout 3 GOTY Edition crash to desktop Windows 8 Fix

I have added many GOTY edition mods, made my own, and overall messed with Fallout 3 a ton. It was no surprise when I tried to move a Steam folder from a backup on an external usb drive into Steam on a D:\ install things didn't work and Fallout crashed to the desktop.

It was not:

1. the video drivers (Geforce beta)
2. the AERO effects in Win8
3. the messed up ini files
4. check files for consistency with steam
5. hard drive errors

It was some .DLL files and setups allowing Falllout 3 GOTY to run, maybe as it was a Games for Windows program, and Win8 needs an additional 800k loader here that also loads a 30MB patch to windows 8
