Windows 8.1 MSN Weather Update not loading fix

A new update or a bug in the Microsoft Store made the MSN weather app not work for local users.

This will take making a test account on the local machine, and a few emails to verify with 4 and 7 digit codes that the email is valid.

Tested, made a new test user with Windows 8.1 and a new Microsoft "account" with a non MS email, gmail, etc.
New profile user made after waiting a while, then checked "WEATHER" in Metro, works fine.
Deleted "Weather" bu right clicking and uninstalling app.
Went to store, verified "email" and then loaded MSN Weather again. Some bug or protection, then loaded it again, working.
Apps are not system wide, they are profile specific, so the NON MS sign in user (local account) still did not have weather working.

Went back to local account, deleted the "Weather" app and then went to STORE.
looked for MSN Weather and installed.

LOOK AT THE BOTTOM OF THE INSTALLATION ASKING YOU TO CHANGE YOUR LOCAL ACCOUNT TO A MS ONE!
sign in for each app "not recommended" and do it, use the new account email and pw made for the test account.
Installed, voila. Charm or rectangle in METRO shows weather again, local account stays local.
