Instantly hung up after I didn't vocally respond. Calling back I used skype with a blank phone # to test who it was.

"This is regal tax specialists you are owed $26000 per employee from 2020 to 2021" etc...

I looked this up as a scam in google and many instances exist.

I called back with my real cell as with my skype they now instantly hung up, but again they hung up as well.

It was my intent to notify them I was recording the call, ask for their name, location and business details of the scam and the worker name as a voice print.

No luck.

Maybe you can go from your group the IRS and maybe the FTC etc and find more info about the white collar crime trying to do this.
I am making notes on this and feeding it into other areas on the web that google, bing and yahoo can aggregate for others to be wary of it.
