So you can't get into your OS, and even safe mode resets when you try to start up your PC and press F8 while it is going through the power on steps...

Well, if you download Hiren's Boot CD 10.0 .iso somewhere on the web, and then use another pc to burn it, you can do the following:

1. download hiren's boot cd 10.0 .iso on another computer
http://www.hiren.info/pages/bootcd

2. burn the image .iso you downloaded in #1 with Nero, Roxio, etc... to a cd and write "Hiren's boot cd 10.0" on it in maker, black marker
3. turn on your damaged pc, insert the cd from step #2 and then restart the pc again
-a. if you have a computer with cd NOT as the first boot device, go into your BIOS and change the boot order so the CD/DVD is the first boot device, then your primary hard drive where windows is, etc.
-b. come computers tell you to press F11 to choose the boot order, sometimes it is F8, yes, the same key to start into safe-mode, how not convenient... press that key if you need to, F11, F8, etc... and choose your drive with the CD in it
4. choose miniXP in the list of options, tada you're in XP but from the CD to your RAM, this is NOT your OS, just a quick one to help you move stuff
5. look for your hard drive, and rename all of the folders to have an underscrore at the beginning of their names "_"

program files > _program files
window > _windows
etc...

6. now, all you have to do is restart your pc, put in your Windows XP disc and choose 'custom install' bypassing any attempts to 'repair your xp installation'
7. choose your hard drive, and leave the partition alone, do no format it
8. now, wait, follow all instructions to install as normal, and voila! new windows!
9. now, in explorer, you can find all your old folders...
10. you should NOT hide hidden folders and files in 'folder options'
11. now you can see all your documents and settings and you need to right click the main folder per user, say "samantha" or "office1" and change the security settings so you can edit and move all the data
12. right click the folder > properties > advanced > owner >
-change the owner to: whatever user is there, Administrators, Jenny, Phil, Office2, etc... and checkmark "replace own on subcontainers and objects"
13. attempt to just delete the other folders if they hold nothing useful, and do the owner step in #12 to allow your user full delete rights if it is stubborn and exclaims you may not do that
